One thing I have to add, as you obviously missunderstand me there. Saying it is not bannable to do something (e.g. some insults) does not mean I think it is ok to use them. In another threat I defended some idiots right use Nazi as an insult - and you can bet I don't think that's a good thing to do. Not using nigger as an insult or expression at all would be better - but using it is not a crime in most places of this planet. Why should it be in a world-wide online game?
