In the United States a mandate to buy health insurance for your children would probably pass constitutional muster at the state level (just as parents are responsible for their children's schooling) but probably not at the federal level, because the federal government does not have police powers (health, safety, morals) except in D.C. and the territories. A mandate for adults to buy health insurance for themselves will proabably not pass constituional muster either at the state or federal level (we have to wait so see how it works out in the courts).
