There are direct payments to the refining companies (6-8 billion a year) but more so we spend so much in federal aid to oil producing countries to make sure that we get a much better price per gallon of oil. Fuel prices have little to nothing to do with a president (good or bad) and have everything to do with this nation building practice that we've entrenched ourselves in world wide.

If long-term prices are expected to go up, current extraction will decreasing, driving current price up. If long-term prices are expected to go down, current extraction will increase, driving prices down. Current market expectation is that Obama will lose, new U.S. oil will come on stream (even if it is years away) so long-term expected prices are dropping, hence fall in current prices.
