A many-party system often leaves the electorate with a president the majority didn't vote for. The current president of the Philippines earned 42% of the popular vote among 9 candidates (7 different parties plus two independents). Even with multiple tiers, the system is flawed. First round in the 2007 french presidential election, Sarkozy earned 31.18% of the votes. Second round he earned a majority, but in REALITY 68.72% of the population wanted somebody else to be president. How is this any better? |

it is better to have a first round, because that eliminate alot of stratigic voting, if there is only one round. no system should let a person be elected when the majority of the electorate prefer any candidate to the winner (i.e puts him on the bottom of the list), which cannot be said about the sarcosi election. the parlamentary system is not about electing one person for the leadership, but about electing a party, or a coalition of parties with similar goals, they will rule as long as they have a majority, and even tho non of the parties might have a singular majority, the smaller voices are being heard, because the party will then be a part of the coalition. there are problems with a paramentary system to, but votes being wasted, because they are in effect not cunted, is not one of them |
