Yeah come to think of it what are you talking about. Kennedy didn't raise taxes and lbj lowered them. Truman lowered them after ww2 and later raised the top rate. Eisenhower raised this rate to 92% then lowered it to 91%.

California can't pay for shit because they are a bunch of dumb fucks and capped their property taxes at, at most, 1% back in 1978 and created an amendment that says "we can't ever raise our property taxes above 1% because we are a bunch of fucking morons".
