I'm not going to judge the mods, because I don't know how much power they currently have.
There are so many possible tools to be implemented to help out the mods; chat logs (size is negligible), IP logs per player, browser logs per player, ...
What also could be implemented is that mods work with a warning system. Downside is that there will have to be a lot of thinking about the structure of these punishements, when to warn, how many times, on what ground etc...

If Ryan is actually interested in this site, things could be better. That's why I'm going on with my life next month.

Trust me, I'd love for Ryan to give us some of those tools.

It's pretty clear that he hasn't been interested in improving the site in some time; my assumption is that he's basically happy with whatever small sum the site generates and doesn't deem improvements worth the investment.
