If you flag to someone, does that mean you take a spot lower then them?

this has probably been discussed before, but i'm curious how everyone interprets this....and i don't know how to search for topics.
say blue flags to red. and then red gets annihilated by other people, is blue required to lag out in a crappy position? discuss. |
