I have a question

Ok, so I'm watching the Lord of the Rings movies and they are talking about Sauron or whoever the big bad eye guy is and how he can't yet take "his physical form again" but he's still this big powerful eye spirit. So I'm assuming he needs the ring to get big and bad again. But how did he lose this power in the first place? I remember some scene where a dude in a flashback cuts off the badguy's finger with the ring, but if he is such a powerful spirit wizard thing anyway, how come it just took cutting off his finger to make him unpowerful. And if that's all it took, then how come he's so scary and powerful NOW. I mean, does his power slowly grow if you don't kill him or something, or did he go train with the bad wizard yoda to learn how to be a scary eye since he can't be a physical being anymore. It seems to me that he should have had a contigency plan beforehand anyway.
