Ten second time limit or it gets done for you on the current algorithm. I'm willing to wait an extra minute for my turn if it means I can not lose the game to my or someone else's unlucky restack.

what you mean to say is: this game would be a trillion times better if everybody elses restacks were random, and i get to choose mine. no wait, this is what you mean: this game would be a trillion times better if i get to choose everybody elses restacks away from my territories, and i get to choose my own restacks to 16 dice per territory. no wait, what you mean to say is: this game would be a trillion times better if i choose all restacks for everyone, i get to stack to 16 dice per territory, and i roll all sixes all the time. then i would approve of this game. to recap: quit your whining and go play dice wars, you nub.
