Give him a loss, calculate his rank as if he was defeated, and do not allow him to resume playing the match.

I'm thinking that I will do this for anyone away with their surrender flag on.

Their territories are disowned, but still attackable.

That's a good idea. Make it a "grey" area. I've seen too often that people stay away until they have high stacks, but people don't attack them because they are no threat. Then the player returns, kills a few and finishes 3rd or 2nd.
Also, you should make it that they don't get extra dice while they are away, only for the first turn ( the one that makes them "away")

Just make sure this only happens when the surrender flag is on. I lose the connection and have to come back in to a game quite a bit, and that would suck to have lost a game because of that.
