Qucik question about roll.

So I was fighting for 2nd with another player. And he said roll. I said yea. Everywhere I have seen roll means you roll the dice and play. Apparently it meant we each rolled once. Is this a rule? Then 1st place started attacking me as well and I was like WTF.
