First of all cost of living adjustments dont really apply to salaries in 4 million. Second of all this only works for the phillies or other top 7 payrolls. Try any team below 100Mil mark. Heck check out the marlins. I guarantee you that Miami is not 1/6 the CoL of NY. at #6 on the most expensive places to live. AND finally, comparing housing prices between the 2 cities is completely rediculous...and if you dont know why, you shouldn't be using them to support your arguments.

Yankee baseball players get paid more and NY apartments cost more because people want to live in New York and watch the Yankees play more than they want to live in Philly and watch the Phillies play. Not: Yankee players are paid more because it costs more to live in NY.
