Everyone plays differently. Some respect flags, some don't.

I think its situational.

Sometimes a player flags, but another player really needs those territories to have a chance of winning, and the flagged player cries like a little girl about disrespecting flags. Other players totally respect every flag , but can never be in a position to win, because they don't have enough or the right territories. Other times, flagging may make an attacker back of you in the corner, and turn attention elsewhere. Shielding you from attack, as long as you don't attack them.

There are many more situations.

But not really any rules.

My favorite people are the ones who are smack in the middle of the board and flag, then get mad when they get stomped.

Did you check the strategy section yet? if you invest a bit of time there yourself, you probably will find the answers you need.
