Flagging - once and for all

What does flagging mean exactly, both technically/officially, and also what meaning does flagging have in the community (ie, the unwritten rules and etiquette).
When is it OK to attack someone who's flagged? What protection I get by flagging (if any)? What about situations where a flagged player is blocking me from an unflagging player? Etc... |
