Why should evens mean the defender wins?

Normally, having the element of suprise means that in almost all battles with even numbers, the attacker wins.
So either change to attacked wins, or in the case of an even roll, re-roll. |

Which would be interesting to say the least. I didn't realise it was a throw back to risk though. |
