Short Straw?

I'm used to all kinds of manifestations of shit luck here in kdice, but in a recent game I started with the LEAST AMOUNT OF DICE.
I had 11 dice on 4 territories, while everyone else had either 12/4 or 13/5. I mean, WTF? Is there some mathematical reason beyond my comprehension to explain why one player would start with less dice than the rest? |

If you'd like I'll put it in less personal terms: is it not reasonable to expect an avatar that is a cross between Hitler and Mickey Mouse to get the short straw?
