Hey, what would you do if some dunderhead split the map in half and flagged? If he could no longer be attacked without penalty, that would be unfair, not allowing the game to progress naturally and allowing the flagger to perhaps choose the winner, maybe a PGA partner.

Nope, flag should be left as is. If everyone but 1st place flags, game over. Otherwise, flag means zilch, except for arbitrary rules made up by people with different opinions. There is only one fact, however.
